I was thinking that maybe hypnos should mass produced clone digimons to give to their generic soldiers, so there's enemy tamers to fight against instead of being always lone digimons.
My idea is that the one clones based off the digimon tamers main characters were prototypes who while artificial, still were pretty much perfect replicas of digimons. The mass produced variants would have either their personality program erased or directly wouldn't have a digi-core at all to act as "improved" perfect servants who lacks of free will and only lives to obey their lords. Those new emotionless clones that can no longer be considered digimon would be based off digimon hypnos had in their database from previous encounters and that way they could even get in their hands champion and ultimate "digimon", thus becoming a more interesting threat for the tamers and their digimons. I can imagine their lowest ranked members having only rookies while the high ranked ones only surpassed by the hypnos leader using ultimates and even megas if they get their hands on data of mega level digimon
There is also this idea about giving hypnos a bigger role in the story. We have black omnimon in the digital world doing his stuff as the main antagonist, but in the earth Hypnos is the other important antagonist but has its potential wasted because nothing is done with it. It continues deleting other digimons, harassing tamers but nothing else. Even if the tamers team eventually goes to the digital world to stop black omnimon and defeats him, everything will remain in the same in the human world, as if it were trapped in a perpetual status quo state.
Hypnos also needs to have a leader given that Yamaki is gone, and explain how and why that leader changed Yamaki's hypnos into the para-militar force it is now and the reasons why he/she did it. Said leader would eventually start the mass produced digi-coreless digimon program after being targeted by black omnimon soldiers who were sent to stop whoever was killing the digimon they sent to capture calumon. The sheer fear of having almost lost his/her life drives the leader into becoming paranoiac and fearful against digimon and that's why it decides all the new clones will lack of free will and maybe even starts targeting tamers to steal their digivices and use the digimon data they scanned from their battles to create more clones.
Also, I was wondering what happened to Yamaki, he was a very important character in digimon tamers and he would never let Hypnos become into what it is now if he were at charge. Also soon or later he and the monster maker teams should appear, they are too important to simply be ignored >_<
